Governance

The Education Bureau (EDB) of the Government of the Hong Kong Special Administrative Region (HKSAR) is responsible for the formulation of policy, strategy and direction on the development of the QF in Hong Kong (HKQF). EDB is fully committed to the development of HKQF in supporting lifelong learning so as to enhance the skills and competitiveness of the workforce in Hong Kong. Since the implementation of the QF, the government has provided various financial schemes to encourage stakeholders to actively participate and apply QF. Furthermore, more and more government departments have also adopted the QF in human resources development and management to enhance the quality of talents and uphold the service standards.

Administration - Qualifications Framework Secretariat (QFS)

The Qualifications Framework Secretariat (QFS), set up by EDB in June 2009, serves as its executive arm to develop, implement and promote the QF.   The major functions and responsibilities of the QFS are summarized in the following:

  • assisting EDB in the development of the infrastructure of QF, with a view to building a more effective platform for life-long learning;
  • implementing the QF in various industries and sectors; and
  • enhancing the recognition of QF and QF-recognised qualifications locally and internationally.

Qualifications Framework Fund

The HKSAR Government is fully committed to the development of the QF in supporting lifelong learning which is conducive to enhancing capability and competitiveness of the local workforce.  It was announced in the 2014 Policy Address to establish a dedicated fund of $1 billion, namely the QF Fund, to provide a steady source of income to support the sustainable development and implementation of QF. Established on 1 September 2014, the QF Fund is an endowment fund to support different schemes/initiatives for the sustainable development and implementation of QF, including but not limited to the following two areas:

The Government further injected $1.2 billion into the QF Fund in March 2018 for the continued implementation of various initiatives under the QF.

The Steering Committee on Promotion of VPET and QF

The Steering Committee on Promotion of VPET and QF is established on 1 September 2020.  In addition to the functions of the previous Steering Committee on QF Fund, the current Steering Committee will advise SED on the overall strategy to promote VPET, and the development, implementation, and promotion of QF to support a qualifications system for VPET.
