Cross-industry Consultation on Specification of Generic Competencies (SGC) on Communication Skills

The Education Bureau developed the Specification of Competencies Standards (SCS) to set out the skills, knowledge and competency standards required of the practitioners to effectively perform various job functions in their respective industries. Besides, generic competencies applicable to all industries such as languages, information technology, and numeracy have also been developed. This enables the integration of both generic and industry-specific competencies for practitioners to effectively perform their tasks at the workplace.

Good communication skills are crucial for personnel at all levels to enhance efficiency and business success. The Education Bureau has newly developed the Specification of Generic Competencies (SGC) on Communication Skills to cover generic competencies related to communication skills at QF levels 2 to 5 that are suitable for use by different levels of personnel from various industries.  The SGC and the SCS can complement each other in developing learning programmes to address the training needs of the industries.

The draft SGC on Communication Skills is now ready for cross-industry consultation. The consultation will take place from 1 October 2024 to 30 November 2024.  During this period, the Qualifications Framework Secretariat will hold a cross-industry consultation cum sharing session on 6 November 2024 (Wed) afternoon to collect views from stakeholders on the content and applicability of the draft.  Guest speakers will also be invited to share their experiences and perspectives on the potential application of the SGC in industry and course development.  The full version of the draft and questionnaire can be downloaded from the following hyperlinks:
