Vocational Qualifications Pathway (VQP)

VQP serves as a roadmap for progression in learning and employment within the major areas of the industry. Learners or practitioners can progress at various levels through acquisition of required VQP qualifications by pursuing VQP courses or through assessment.

The pilot project on development of VQP for the Property Management industry was completed in 2016 and further revised in 2021.  There are altogether 37 positions cover 8 areas:

  • Clubhouse
  • Management of Ancillary Facilities in a Property
  • Property Cleaning
  • Property Lanscaping
  • Property Security
  • Property Services
  • Property Technical / Maintenance
  • Tenancy Management 

Education and training providers are welcomed to design VQP courses which are fully-matched with the requirements of the job roles, or as specified by the industry.

Specification of Competency Standards (SCS)

SCS comprises the key competency standards required for the present operations and future developments of the industry.

Property Management ITAC has formulated the SCS in 2007 and introduced version 2 of the SCS in 2021.  It consists of 194 Units of Competency Standards (UoCs), which are distributed in 7 functional areas at QF levels 1 to 7.

Training Packages

Using selected units of competency (UoCs) which correspond with a job role in the industry, an SCS-based Training Package outlines the essential elements for a learning programme, offering for reference the contents of learning, assessment guidelines, as well as supporting and reference materials. 

Property Management ITAC has developed 2 sets of SCS-based training packages to encourage enterprises and education and training providers to develop courses more closely aligned with the needs of industry.
