VQP and related job functions in Arboriculture & Horticulture industry (for reference only)

Arboriculture & Horticulture ITAC launched VQP for Arboriculture & Horticulture industry on 31 December 2025.  It covers four major job roles:

Manager: In accordance with contractual or project requirements, plans, organises, manages and co-ordinates all related work and resources, and monitors project progress.
Common job titles : Project Manager, Project Director
Professional technician: applies specialist knowledge to devise planting and plant-care plans, diagnose problems and formulate pest- and disease-control solutions.
Common job titles: Arboriculture Supervisor, Horticulture Supervisor, Turf Supervisor, Nursery Supervisor
Supervisor: Allocates resources, oversees day-to-day operations and carries out project acceptance in line with the manager’s instructions or work plan.
Common job titles: Project Supervisor, Project Co-ordinator, Site Agent
Professional technician: carries out fieldwork such as tree/plant surveys, inspections and risk assessments.
Common job titles: Arborist*, Horticulturist, Tree Risk Assessor*
*Job types included in the Development Bureau’s Registered Tree Management Personnel Scheme.
Under the supervisor’s instructions or work plan, directs and co-ordinates front-line technicians to ensure the work meets the required specifications, standards and regulations.
Common job titles: Foreman, Works Supervisor, Tree Works Supervisor*
*Job type included in the Development Bureau’s Registered Tree Management Personnel Scheme.
Carries out arboricultural and horticultural care tasks under the direction of supervisory staff.
Common job titles: Gardener, Tree Technician, Greening Technician, Turf Technician, Nursery Technician
Certain tree-work tasks such as tree climbing and chainsaw operation must be carried out by qualified personnel, e.g. Tree Climber*, Chainsaw Operator* (*job types covered by the Development Bureau’s Registered Tree Management Personnel Scheme) .
